Despite the exposé by The Finder
regarding payment of salaries to a ‘ghost’ teacher for three years, the
gentleman has been paid salary for August.
The man at the centre
of the recent sex tape scandal that rocked the Tamale Municipality, Mr
Khamil Abu Wemah, has been receiving salary as a teacher at Farukiya MA
Junior High School (JHS) for three years without stepping in the school.
When
contacted, Tamale Metropolitan Director of Education, Alhaji Saani
Mahama expressed shock that Mr Khamil has been paid for the month of
August.
According to him, following the exposé by The Finder, a
letter was written to the Controller and Accountant General and the bank
in question to freeze Mr Khamil’s salary.
Alhaji Mahama said their checks have revealed that Mr Khamil has been paid for the month of August.
He
expressed dismay as to how the name was able to escape the attention of
auditors who carried out exercises in the early part of this year to
delete ghost names from the payroll of the Ghana Education Service
(GES).
The Tamale Metro Education Director, who is seen by
teachers as a no-nonsense man when it comes to deleting ghost names and
dealing with recalcitrant teachers, said usually when a teacher is given
an appointment, he or she is given two letters – one for himself and
the other one for the headmaster of the school.
The letter, he
said, is supposed to introduce the new teacher to the school for the
school to open a file on the new teacher and subsequently assign duties
to him or her.
But in the case of Mr Khamil, he never showed up in the school, let alone present the letter to the headmaster of the school.
“I
was surprised the head teacher and the circuit supervisor never drew my
attention to the fact that he failed to report at the school, let alone
present his appointment letter to the headmaster but still drew salary
from the bank as a teacher,” he noted.
The Metro Director also
revealed that the Economic and Organised Crime Office (EOCO) has taken
up the matter and has invited him for questioning while the headmaster
of the school and the circuit supervisor are already in Accra for
questioning.
He, however, promised that the committee, which is
fine tuning its report, will submit the report soon and details will be
made known.
While cooling off in Canada, Khamil has consistently
drawn salary for the past three years as a teacher with grade GEO 188,
principal superintendent non-professional staff of the Ghana Education
Service (GES) posted to Farukiya MA Junior High School (JHS) in Tamale.
His staff ID number is 856033 and he receives his salary through a bank in Tamale.
Khamil’s
March 2014 pay slip in the possession of The Finder quotes his gross
salary as GH₵1,358.35 and the net salary is GH₵1,081.66.
The
Finder uncovered that Mr Khamil’s parents are both employees of GES. The
mother, a former District Chief Executive (DCE) under President John
Agyekum Kufuor, is a signatory to Khamil’s account.
Some of the
staff of Farukiya MA Junior High School The Finder spoke to, who pleaded
anonymity, said Khamil’s payslips still come to the school every month.
According
to them, several complaints lodged by the leadership of the school with
the circuit supervisor and other senior officers of GES have not been
acted upon, with the excuse that the issue is beyond their capacity.
It
would be recalled that Khamil was at the centre of controversy over the
alleged leaked Tamale Sex Tape which received series of condemnation
from various stakeholders, including religious leaders, who in their
sermons likened his character or behaviour to a child from a
dysfunctional home who has not had good parental upbringing.
The
religious leaders noted that his behaviour has not only brought the name
of his family into disrepute, but that of the whole community.
The
ladies in the leaked tapes are mostly nurses, university graduates and
students. Most of them are from respectable families and have had to
leave town because of the psychological trauma they had to go through.
